Abstract
Economic development is not merely aimed at achieving economic growth but also constitutes a constitutional mandate to realize social justice. This study analyzes the constitutional framework of economic development, its implementation based on the 2025 National Development Indicators, and its constitutionality from a constitutional law perspective. The research employs a normative legal method using statutory and conceptual approaches, supported by secondary empirical data from Statistics Indonesia (BPS). The findings reveal four constitutional indicators of economic development: the right to work, the right to decent work and livelihood, social welfare, and social justice. Empirical evidence indicates improvements in most development indicators in 2025. However, the high proportion of informal workers and persistent income inequality demonstrate that the constitutional objective of social justice has not yet been fully achieved. The study concludes that the constitutionality of economic development should be assessed based on the fulfillment of citizens' constitutional rights rather than solely on economic growth.
